Do I have to look for work while collecting benefits?

Yes. To be eligible for benefits you must:

  • Be actively looking for work while claiming Unemployment Insurance benefits.
  • Keep a Work Search Record for each week you claim benefits and be prepared to give a copy of that record to the New York State Department of Labor when/if they request it.

What is a “furlough”?

A furlough is a mandatory or required leave without pay. An organization will furlough employees as a cost-saving measure when it doesn’t want to lay off staff but lacks the resources to continue paying them.

Can I get unemployment benefits?

A furloughed employee may apply for unemployment benefits; however, the New York State Department determines the decision to award benefits.

My employer has reduced my hours because of COVID-19. Am I eligible for Unemployment Insurance?

It depends. If you work less than four days a week and earn $504/week or less, you may be eligible to receive partial UI benefits.

When should I file a claim?

File your claim during your first week of total or partial unemployment. If you wait, you may lose benefits. You may not file for a week when you work four or more days or earn more than $504 gross pay between Monday and Sunday.  You must wait until the next Monday to file, if you are still unemployed.

Can I work for another employer while on lay off?

Yes, you may seek other employment while on Furlough. If you elect not to return to the YMCA, please submit a letter of resignation to the Human Resources Mailbox. You can view local open jobs here.

How long will the furlough last?

We are not sure how long the furlough will last. We will monitor the situation on a regular basis to determine when we will be able to resume our operations.

When the furlough is over, is it certain I will have a job?

It is our greatest hope that we will come to a place of full recovery once this crisis is over. However, we cannot guarantee all positions will still exist at the end of this crisis.

Can I come in and volunteer my time?

Furloughed employees are absolutely banned from doing any work on behalf of their employer whatsoever. This is a zero-tolerance rule. A furloughed employee cannot so much as take a phone call or answer an e-mail.

Can I keep my staff Y membership?

Yes, your staff membership will remain while you are on furlough. If you have added additional family members to your membership those dues still apply.

What happens to flex spending account and Health Savings Account (HSA) health-spending plan after being laid off? HAS is each employee’s account and you own the money. You have access to this account even if separated from the YMCA. Flex spending is more complex. You can submit for covered expenses through separation from health care coverage. How long will health care coverage last? Does it terminate on Friday? Who qualifies for COBRA and when does that begin? The Capital District will pay for Health Insurance benefits for a period of 90 days. At the end of this period, if you do not return to work, this will be considered a COBRA qualifying event. You would receive information from our COBRA provider, MVP. All other benefits including Dental, Vision, Life, LTD will terminate when you are furloughed. This is a COBRA qualifying event and you should be notified by MVP.

If I am part of the Retirement fund will that be interrupted if I’m furloughed and then re-hired? No, it will not be interrupted. The Y will not be paying in for you during your furlough. But when you return, you will begin again as though you never left.

Operational Questions:

Can I reach out to my colleagues and clients during the time I am on furlough?

You can reach out to colleagues to see how they are personally doing but not to perform work. At this time, we encourage you not to directly reach out to Members. All of the latest information about Y operations will be posted on our website.

What should I do with my laptop, keys, cell phones etc.?

The Y hopes to be back to normal operations as soon as possible. You can keep your laptop, cell phone and keys, as you will need them once we get back. Access to secure systems will be temporarily placed on hold.

Can I come in and pick-up my personal items?

Our Association office and branch locations are closed for the safety of all. We will let you know just as soon as that changes and you can collect your items. Thank you for your understanding.
